蓝色经济区沿海湿地开发与生态保育的矛盾突出，相关利益者众多。基于多层博弈模型，分析了蓝色经济区沿海湿地损失控制、补偿资金来源、补偿资金投向及湿地生态保育四个层面的问题，遵循共享共建原则，构建了湿地损失补偿机制。湿地生态补偿需要地方性立法，生态补偿资源来源于湿地开发收益，补偿方式以异地补偿为主，保育和提升蓝色经济区内其他正在增长并具有生态功能的湿地，以利于湿地生态系统的延续和过渡，实现蓝色经济区经济发展与湿地生态功能的整体动态平衡。
藍色經濟區沿海濕地開髮與生態保育的矛盾突齣，相關利益者衆多。基于多層博弈模型，分析瞭藍色經濟區沿海濕地損失控製、補償資金來源、補償資金投嚮及濕地生態保育四箇層麵的問題，遵循共享共建原則，構建瞭濕地損失補償機製。濕地生態補償需要地方性立法，生態補償資源來源于濕地開髮收益，補償方式以異地補償為主，保育和提升藍色經濟區內其他正在增長併具有生態功能的濕地，以利于濕地生態繫統的延續和過渡，實現藍色經濟區經濟髮展與濕地生態功能的整體動態平衡。

The contradiction ,involving many stakeholders ,between ecological conservation and ex‐ploitation of coastal wetlands in Blue Economic Zone becomes obvious .Based on multilayer game model , according to the principle of communal sharing and constructing , this paper constructs a compensation mechanism for wetlands loss from such aspects as wetland loss control ,compensation funding sources and orientation ,and coastal wetlands ecological conservation .Coastal wetlands ecological compensation re‐quires local legislation ,and the compensation funds derive from the profits of exploitation and development of wetlands .The way of compensation is given priority to compensation from other places through conser‐ving and upgrading other wetlands whose ecological function is growing .Finally ,a smooth continuation and transition of coastal wetlands ecological system will be ensured to maintain an overall dynamic balance between economic development and wetlands ecological conservation in the Blue Economic Zone .
