目的:了解新疆乡镇卫生院基层卫生管理干部培训现状。方法采用随机整群抽样的方法对昌吉、和田、哈密3个地区乡镇卫生院管理干部共计865人进行问卷调查,对其基本情况进行描述性统计,并对现有培训情况进行地区间比较。结果新疆乡镇卫生院卫生管理干部队伍平均年龄37.1岁,性别以男性为主(56.20%),族别以汉族(43.70%)和维吾尔族(41.38%)为主,学历水平以中专(38.73%)和大专学历(47.17%)为主,职称以初级(48.43%)和中级(34.33%)职称为多,从事管理工作平均年限为7.50 a。2011-2013年参加管理培训的比例较低(32.37%),培训途径主要是函授学习(24.86%)、疆内进修(22.45%)和疆外进修(21.86%)。认为现有培训不能满足需要的比例最高(59.26%),认为培训的重点内容应涵盖依法执业与医疗安全、突发公共卫生事件应急处理、管理知识的运用、政策法规、财务管理等方面。结论新疆乡镇卫生院管理干部队伍较年轻,需要通过专业培训优化其学历和职称结构,强化卫生管理岗位培训,并通过依托新疆本土医学教育资源建立培训基地开展综合培训。

목적:료해신강향진위생원기층위생관리간부배훈현상。방법채용수궤정군추양적방법대창길、화전、합밀3개지구향진위생원관리간부공계865인진행문권조사,대기기본정황진행묘술성통계,병대현유배훈정황진행지구간비교。결과신강향진위생원위생관리간부대오평균년령37.1세,성별이남성위주(56.20%),족별이한족(43.70%)화유오이족(41.38%)위주,학력수평이중전(38.73%)화대전학력(47.17%)위주,직칭이초급(48.43%)화중급(34.33%)직칭위다,종사관리공작평균년한위7.50 a。2011-2013년삼가관리배훈적비례교저(32.37%),배훈도경주요시함수학습(24.86%)、강내진수(22.45%)화강외진수(21.86%)。인위현유배훈불능만족수요적비례최고(59.26%),인위배훈적중점내용응함개의법집업여의료안전、돌발공공위생사건응급처리、관리지식적운용、정책법규、재무관리등방면。결론신강향진위생원관리간부대오교년경,수요통과전업배훈우화기학력화직칭결구,강화위생관리강위배훈,병통과의탁신강본토의학교육자원건립배훈기지개전종합배훈。
Objective To know about the status quo of township hospital administrators′ training in Xinjiang Uyghur Autonomous Regions.Methods Random cluster sampling method was used.A question-naire survey was made among 865 township hospital administrators from Chang Ji,Hotan and Hami.Then a comparison was made in training of the three regions.Results The average age of administrators in township hospitals was 37.1 years old and 56.20% of them were male;the Han accounted for 43.70%while the Uighur took up 41.38%;38.73% graduated from technical secondary school while 47.17% grad-uated from junior college;47.17% and 34.33% of them had primary and second titles respectively.Their average duration of management was 7.50 years.Only 32.37% of them attended training programs from 2011 to 2013.59.26% of them concluded that the existing training programs could not meet their demands while some hope the focus of their training should be medical safety,the handling of emergency events of public health,knowledge and skills of administrative management and financial management,etc.Conclu-sion Township hospital administrators in Xinjiang are quite young.It is necessary to optimize their educa-tional and title structures through training programs,to strengthen training in health management job.We can establish training bases relying on the local medical education resources to carry out the comprehensive training.
