针对我国中小型企业的用电特点,依据相关标准规范及其兼顾实际可操作性,分别从技术能效、经济能效和管理能效三方面建立一套适用于工业企业的三级能效评价指标体系,并详述工业企业用户电力能效评价指标体系的设计原则、构建思路及形成过程;针对能效指标体系建立递阶综合能效评估模型,该模型结合主客观评价信息,采用层次分析法(analytic hierarchy process,AHP)与熵权法相结合的方法,有效克服层次分析法过于依赖决策者主观经验的问题;最后以某省4家企业的实际数据为例,验证评价体系与评估模型的合理性及可行性。

In view of small and medium-sized enterprises’ electricity consumption characteristics, and according to the relevant standards and taking into account of the actual operability, a three-level energy efficiency evaluation index system suitable for industrial enterprises is established respectively from three aspects of energy efficiency and technology efficiency, economic efficiency and management efficiency. The design principles, construction idea and forming process of the index system of industrial enterprise user electric energy efficiency evaluation are introduced in detail. According to the energy efficiency index system, a hierarchical comprehensive energy efficiency evaluation model is established. The model in combination with subjective and objective evaluation information uses analytic hierarchy process (AHP) method combined with entropy method, and effectively overcomes the problem that the AHP is too dependent upon the decision-makers’ subjective experience. Finally, taking the actual data of 4 enterprises in Henan province as an example, the rationality and feasibility of the evaluation system and the evaluation model are verified.
