长三角地区水环境治理的突出问题是流域源头地区生态性贫困与河口贫困性生态并存、跨界水污染严重、江海水环境分治,暴露出缺乏区域合作的江海分治制度的局限性:在部署流域水污染防治时,往往忽视起决定作用的海湾河口水环境容量;在部署海湾河口水环境治理时,往往由于区域限制而力不从心;水环境治理中容易诱发相关区域多种形式的非合作排污博弈。因此,必须坚持江海水环境治理一体化理念,构建长三角跨省泛流域水环境综合治理省部际联席会议制度,创建三位一体的江海水环境治理合作机制,即区域入江入海污染物通量监测机制、水环境区域补偿机制和泛流域水质交易机制。

장삼각지구수배경치리적돌출문제시류역원두지구생태성빈곤여하구빈곤성생태병존、과계수오염엄중、강해수배경분치,폭로출결핍구역합작적강해분치제도적국한성:재부서류역수오염방치시,왕왕홀시기결정작용적해만하구수배경용량;재부서해만하구수배경치리시,왕왕유우구역한제이력불종심;수배경치리중용역유발상관구역다충형식적비합작배오박혁。인차,필수견지강해수배경치리일체화이념,구건장삼각과성범류역수배경종합치리성부제련석회의제도,창건삼위일체적강해수배경치리합작궤제,즉구역입강입해오염물통량감측궤제、수배경구역보상궤제화범류역수질교역궤제。
There are serious water environmental problems in Yangtze River area:coexistence of ecological and estuary poverty in the source area and river basin,serious cross-border water pollution.River and sea par-tition system is lack of regional cooperation,which exposed obvious limitation.First,in the deployment of river basin water pollution prevention and control,we often neglected the decisive role of the estuarine water environ-mental capacity; Secondly, in the deployment of estuarine water environment governance, we often overwhelmed due to regional restrictions;Thirdly,the water environmental governance easily induced the re-gional various forms of cooperation game.Regional cooperation system of river and sea co governance insists on three aspects:First,adhere to the concept of integrated river water environment governance.Second,construct provincial joint conference system in the Yangtze River Delta.Third,create three-in-one,river and sea water environmental governance cooperation mechanism,that is,the total amount of regional pollution into river and sea monitoring mechanism,the regional water environment compensation mechanism and the River Basin water quality trading mechanism.
