本文从经济、环境和资源三个方面建立了绿色GDP评价指标体系,采用AHP法和变异系数法相结合确定评价指标权重,建立了城市绿色GDP评价的TOPSIS模型,并把该模型应用于济南近8年绿色GDP的综合评价,结果表明,济南市最近八年绿色GDP基本上保持在平稳发展水平,2005年最高,2006年最低,主要原因可能是2006年自然资源消耗和环境退化等造成的。
本文從經濟、環境和資源三箇方麵建立瞭綠色GDP評價指標體繫,採用AHP法和變異繫數法相結閤確定評價指標權重,建立瞭城市綠色GDP評價的TOPSIS模型,併把該模型應用于濟南近8年綠色GDP的綜閤評價,結果錶明,濟南市最近八年綠色GDP基本上保持在平穩髮展水平,2005年最高,2006年最低,主要原因可能是2006年自然資源消耗和環境退化等造成的。

The evaluation index system of green GDP was established from three aspects of economy,environ-ment and resources. The evaluation index weights was determined by using the AHP method and the variation coefficient method,and the TOPSIS model to evaluate urban green GDP was established which was applied in the comprehensive evaluation of green GDP in Jinan City nearly eight years. The results indicated that the green GDP in Jinan City basically maintained steady development level in recent eight years,and the level of green GDP was the highest in 2005,and the lowest in 2006. By comparison,the main reason is probably too much consumption of natural resources in 2006,which caused serious environmental degradation.
