以物联网为基础,构建了国土资源信息化监管平台,从事前、事中、事后三个环节,分别对国土资源动态监测与配置、国土资源规划、国土资源利用与国土资源保护四个方面实现了监管;基于此,提出了国土资源监管的决策、执行、监督三个主要监督平台,包括形势分析、核查比对、监测预警、廉政建设、集约评价和绩效评价6种监管模式。以黄石市为主要示范区,从年度卫片执法检查和土地利用变化监测两个方面对监管平台进行了实例验证,结果表明,黄石市在国土资源监管方面取得了显著的应用和示范效果。因此,基于物联网的国土资源信息化监管平台所采用的技术手段及其方法是科学合理的,但由于技术及时间等的限制,该平台仍须改进。

Monitoring platform in relation to information of land and resources has ensured the supervision over the dynamic monitoring and conifguration of land and resources, land and resource planning, utilization and protection of land and resources in three stages: before, during and after. Based on this, three major monitoring platforms with regard to decision-making, implementation, and supervision of land resource regulation have been offered, as well as six supervision models, which consist of situation analysis, check and comparison, monitoring and early warning, a clean government building, intensive evaluation, and performance reviews. Through our efforts to carry out an example veriifcation of monitoring platform from the aspects of the law enforcement inspection of land satellite image, and monitoring land use change by taking the city of Huangshi as major demonstration zone, the result shows that the city of Huangshi has made signiifcant application and demonstration effect in the regulation of land and resources. Therefore, we say that technology means and methods that we use in information supervision platform of land and resources based on the Internet of Things is scientiifc and rational. However, due to the limitation of technology and time, the platform still needs to be improved.
