目的：通过调查笔录类文书证据收集及制作现状，分析语境在制作笔录类文书和收集证据中的作用，为加强证据的可靠性和可信度，完善证据链，提高执法水平提供建议和对策。方法：本研究拟以不同级别监督主体在制作笔录类文书不同阶段的语境表现为研究对象，选取吉林省九个市、州级卫生监督所中从事医疗卫生监督工作的监督员作为调查对象，运用SPSS13．0统计软件进行统计分析。结果：市级及县区级监督员笔录书写情况无统计学差异，且还原场景的比率较皆高于80％；市级及县区级监督员笔录语境把握情况有统计学差异（P＞0．05），市级监督员对于语境的把握要好于县区级监督员；市级及县区级监督员证据收集难易程度和收集方式均有统计学差异（P＞0．05），市级监督员较县区级监督员来讲，认为证据收集困难但遵循标准收集方式者居多。结论：要从监管部门、监督员、社会媒体以及群众四个方面，从法律普及、语境把握、业务培训、经验积累等多个角度提高证据的客观公正性，提高笔录类执法文书的总体质量。
목적：통과조사필록류문서증거수집급제작현상，분석어경재제작필록류문서화수집증거중적작용，위가강증거적가고성화가신도，완선증거련，제고집법수평제공건의화대책。방법：본연구의이불동급별감독주체재제작필록류문서불동계단적어경표현위연구대상，선취길림성구개시、주급위생감독소중종사의료위생감독공작적감독원작위조사대상，운용SPSS13．0통계연건진행통계분석。결과：시급급현구급감독원필록서사정황무통계학차이，차환원장경적비솔교개고우80％；시급급현구급감독원필록어경파악정황유통계학차이（P＞0．05），시급감독원대우어경적파악요호우현구급감독원；시급급현구급감독원증거수집난역정도화수집방식균유통계학차이（P＞0．05），시급감독원교현구급감독원래강，인위증거수집곤난단준순표준수집방식자거다。결론：요종감관부문、감독원、사회매체이급군음사개방면，종법률보급、어경파악、업무배훈、경험적루등다개각도제고증거적객관공정성，제고필록류집법문서적총체질량。
Objective Through the survey of evidence collection and its present making situation of the transcripts, this paper will analyze functions of context in making transcripts and collecting evidence.Methods Taking different levels of supervision bodies of textual performance in making transcripts at different stages as object of study, this research will choose from those as the respondents, who serve as the medical supervi-sors at Health Supervision Institute of nine cities and prefectures in Jilin province, and applys spss13.0.Results: The record of writing between municipal and county supervisors has no statistical significance, and the scene reduction ratios are both higher than 80 percent.The situation of notes grasp is significance difference, and the municipal supervisors are better.Besides, the difficulty and mode in evidence collection between municipal and county supervisors both have statistical significance;However, it is more difficult for municipal supervisors who follow the standard better to collect evidence.Conclusions Through four aspects of supervision body, supervisor, social media and the masses, and through several angels of publicity of legal system, contextual comprehension, business training and experience accumulation, we should promote justice and ob-jectivity of evidence, and overall quality of law transcripts.
