“学分银行”制度是对学习者的各类学习成果进行统一核算的新型教育管理制度,建立“学分银行”制度已经成为世界众多国家教育改革和发展的重要趋势。根据我国的国情,应该选择以资格框架为引领的制度模式和“框架+标准”的技术路径,并且要在国家层面进行学习成果认证、积累与转换制度的架构设计。

The “credit bank” system is a new type of educational management system that calculates all kinds of learners' learning achievements. The establishment of the "credit bank" system has become an important trend of the world education reform and development in many countries. Taking our national conditions into consideration, the system mode guided by the qualification framework and technology path of "framework + standard" should be selected. The framework of authentication, accumulation and transfer system of learning outcomes at the national level is designed.
