以德州市为研究对象，指出当前德州市农村生态环境存在垃圾围村、围田、围路现象，粪堆、垃圾堆、柴草堆随处可见，“无机构、无人员、无设施”状态长期存在且缺乏统一规划；其原因在于人们司空见惯，无人过问或是各个村镇自身管理不健全；提出强化环保意识、培养良好的生活习惯、加强环卫设施建设、关停污染企业、组建卫生执法队、形成三级垃圾处理系统、创建示范村、建立长效机制等建议。

Taking Dezhou City as the research object,the article points out some problems of ecological environment in rural areas,such as manure pile,refuse dump and firewood seen everywhere;of environmen-tal management,such as no department,no personnel,no facilities,and lack of unified planning.They are the results of people’s long neglect and imperfect self-management in villages and towns.Thus,the article puts forward some suggestions,such as strengthening the consciousness of environmental protection,culti-vating good living habits,improving the construction of sanitation facilities,shutting down polluting enter-prises,organizing the enforcement team of health law,forming 3-level refuse disposal system,creating mod-el villages and towns,and establishing a long-term mechanism.
