提升西北农村中小学教师整体素质是我国教师队伍建设的重中之重。西北农村教师队伍的现状是：表面富余和结构性缺人；年龄结构不尽合理；青年教师敬业精神不强，教学水平偏低；优秀教师流失严重。加强其建设的策略为：狠抓师德师风建设；规范教师编制管理，完善教师补充退出机制；改革现行的教师职称评聘制度；完善农村教师素养提升机制；激励高等师范院校青年教师到农村支教；健全农村教师待遇保障机制。

To improve the overall quality of rural primary and secondary school teachers in the northwest China is the key to the construction of Chinese teaching stuff. The present situation in northwest rural teachers are:surface sur-plus and structural deficiency;an unreasonable age structure;young teachers’weak professionalism;low teaching level;serious loss of excellent teachers. The strategies to strengthen are:to pay close attention to teachers’morality;to regu-late teachers’management;to improve the teachers’supplement and exit mechanism;to reform the current system of teachers’professional titles;to improve the system of perfecting the teachers’literacy in rural areas;to inspire young normal college teachers to teach in rural areas;to improve the safeguard mechanism of teachers in ruralareas.
