针对当前新型军械装备技术服务在实施过程中缺乏具体的决策技术支持的问题，借鉴外军装备技术服务研究成果，结合我军军民融合战略深度发展需求，梳理了新型军械装备技术服务的内涵，从管理和业务2个角度对新型军械装备技术服务开展系统研究，建立新型军械装备技术服务管理流程体系，具体分析技术服务开展过程中的业务问题，包括军地任务划分、技术服务策略优化以及技术服务合同签订，为开展军民融合条件下装备维修保障提供理论指导和技术支持。

In view of the problem of lacking decision techniques in the implementation process of new ordnance equipment technical services,this article draws lessens from the researches of foreign equipment technical service,and with the need to develop further our military-civilian integration strategy in mind, examines the connotation of new ordnance equipment technical services.Then this article carries out a systematic research on new ordnance equipment technical services from the two aspects of management and business practice,and establishes a management process system for new ordnance equipment technical service.A detailed analysis of business issues in the technical services process is made,which include the division of military/civilian tasks,technical services strategy optimization and technical services contracts. This article provides a theoretic guidance and technical support for carrying out equipment maintenance and support under the condition of military-civilian integration.
