通过质性研究的范式对公民体育权利不平等的影响因素进行研究，认为：在有限的体育资源供给前提下，公民体育权利的不平等享有是不可避免的，现实中国家对体育公共服务资源投入的有限性并不是造成公民体育权利不平等的唯一原因，社会阶层的分化和收入差距也是造成公民体育权利不平等的主要因素；社会阶层的分化以及贫富差距的加大等社会问题在体育资源的占有和分配上也体现得淋漓尽致，在有限体育资源的前提下身份地位与财富水平实际上成为了遴选体育参与者选择项目的依据；公民的体育认知水平与公民体育权利和维权意识淡薄导致了体育权利享有上的不平等；文化、制度规训与经济发展的不均衡性使公民体育权利不平等成为必然。研究进一步认为建立和完善立法机制，提高公民自身体育权利意识，调整布局、保障供给，建立弱势群体利益补偿机制是促进公民体育权利均等化的主要策略；体育权利的不均等是社会发展的必然，彻底解决这一问题的根本依赖于经济的大力发展和社会的进步。

The paradigm of qualitative research is used to study the factors for inequality of sports rights of citizens .The study has found that :under the premise of the limited supply of sports resources ,inequality of sports rights of citizens is inevitable;in reality , the limited public sports service resources invested by the state is not the only cause for the inequality of sports rights of citizens ,and social class differentiation and the income gap are also the main factors causing the inequality of sports rights of citizens ;the in‐creased social class differentiation and gap between the rich and the poor and other social problems are actually reflected vividly in sports resources possession and distribution .Under the premise of the limited supply of sports resources ,the identity status and wealth levels have actually become the basis for sports participants to select sports events ;the sports cognitive level and sports rights of citizens and their low awareness to safeguard rights led to inequality of sports rights;due to the imbalance of cultural and institu‐tional disciplines and economic development ,the inequality of sports rights of citizens is inevitable .The study has further found that establishing and improving the legislative mechanism ,improving citizens’ own awareness of sports rights ,adjusting the layout and security supply and establishing the interests compensation mechanism for vulnerable groups are major strategies to promote equality of sports rights of citizens ;the inequality of sports rights is an inevitable result of social development ,and to fundamentally solve this problem ,it is necessary to strengthen economic growth and social progress .
