《“十二五”文化改革发展纲要》明确提出“要不断完善我国公共文化服务的理论体系”，公共文化项目的文化辐射评价是其中的一个重要组成部分。针对公共文化项目的四个悖论特征，借鉴美国系统性评价工程（ ACIP）评价理论，提出了公共文化项目文化辐射评价的四个维度：文化强度、文化耦合、文化距离和文化势能，并结合项目层、项目网络层、项目影响人群层的3个层次分析，对我国当前公共文化项目文化辐射评价体系的构建进行理论探索。

During the Twelfth Five-year Guideline , the Outline of the Culture Reform and Development clearly points out that there is a need to continue improving the system of public cultural services and that the cultural impact assessment of public culture projects is a major part .Based on the four features of public culture projects and the assessment system of arts and culture indicators project (ACIP), the thesis creatively puts forward four dimensions (namely, cultural strength, cultural coupling , cultural distance and cultural potential energy ) of the cultural impact assessment system of public culture projects.In addition, the thesis also combines with the analysis of three layers (i.e.the project layer, project network layer and influenced population layer ) , aiming at exploring the construction of cultural impact assessment system of public cul-ture projects.
