2013年11月，教育部、中国工程院发布了《卓越工程师教育培养计划通用标准》，其中关于工程博士人才的培养标准，为参与卓越计划的试点高校优化工程博士专业学位研究生培养方案提出了更为标准化的要求。对工程博士专业学位研究生培养方案进行创新已成为各试点培养工作的重点。文章以工程博士专业学位研究生培养方案为研究对象、以工程教育的发展和背景为视角，从如何准确定位工程博士培养目标、优化课程体系以及培养方式、保障学位论文质量等方面入手，结合天津大学的工作实践，对创新培养方案提出相关思考与建议。

The Ministry of Education (MOE) and Chinese Academy of Engineering (CAE) released the “General Stand-ards for Educating and Training Outstanding Engineers Plan” (GSETOEP) in November, 2013, which provided pilot col-lege a much more specific standard for optimizing Doctor-of-Engineering training programs .This innovative training pro-grams has been made a top priority by pilot units .The paper focuses on the Doctor-of-Engineering training programs through the prism of its international progress , and discusses how to set forth training objectives , by optimizing curriculum system and training methods in ovder to guarantee dissertation quality .Some thoughts and suggestions are provided based on prac-tices of Tianjin University .
