本文以包括中小矿业企业在内的我国中小企业为背景，从广大中小企业广泛存在的“融资难、融资贵”所带来的企业生存难、发展难的现实状况及其对当下社会经济、创业创新造成的危害入手，对造成中小企业“融资难”之成因，从市场准入、产权制度及法律保障等有关的金融和法律环境进行了深入剖析，提出了五条解决中小企业融资难的战略举措，供立法机构、政府部门相关决策人、企业主及管理者们抉择参考。

In this paper ,taking medium and small‐sized enterprises including medium and small‐sized mining enterprises as the background ,from the broad masses of small and medium‐sized enterprise widespread“financing difficulties ,financing your” brought about by the reality of enterprise survival , development and the present social economy ,the damage of entrepreneurial innovation ,responsible for small and medium‐sized enterprises“financing difficult”causes ,from the market access ,property right system and legal protection and other relevant financial and legal environment carried on the thorough analysis ,put forward the five strategic measure to solve the issue of “difficult financing” for medium and small‐sized enterprises which can be decision‐making alternatives for the policy‐makers at legislative and governmental departments as well as enterprise owners and managers .
