人才队伍的建设和人力资源的管理利用问题是影响和制约高校综合发展的一个基本、关键和核心的问题。新建本科院校是后发展高校，要想在强手林立的高校群中脱颖而出、树立形象，就更要重视和加强人才综合培养、选拔和任用的思路创新，更要重视和加强人力资源管理的途径创新，从而进一步推动高校各项事业的快速、稳健和科学发展。
人纔隊伍的建設和人力資源的管理利用問題是影響和製約高校綜閤髮展的一箇基本、關鍵和覈心的問題。新建本科院校是後髮展高校，要想在彊手林立的高校群中脫穎而齣、樹立形象，就更要重視和加彊人纔綜閤培養、選拔和任用的思路創新，更要重視和加彊人力資源管理的途徑創新，從而進一步推動高校各項事業的快速、穩健和科學髮展。
인재대오적건설화인력자원적관리이용문제시영향화제약고교종합발전적일개기본、관건화핵심적문제。신건본과원교시후발전고교，요상재강수림립적고교군중탈영이출、수립형상，취경요중시화가강인재종합배양、선발화임용적사로창신，경요중시화가강인력자원관리적도경창신，종이진일보추동고교각항사업적쾌속、은건화과학발전。
The personnel construction and the problems of management and employment of the human resource are the basic ,critical and central issues to affect and restrict the comprehensive devel‐opment of colleges .As post‐developed colleges ,if the newly‐established colleges intend to stand out and set up their names among the famous groups of universities , they must not only value and strengthen their thinking innovation in the cultivation ,selection and appointment of the personnel , but also stress and enhance the way innovation in the management of human resource ,so as to further accelerate the quick ,stable and scientific development of the colleges in all walks of undertaking .
