农业转移人口宅基地退出是提高土地资源利用效率、实现城乡建设用地增减挂钩、保障农民权益的关键选择，而有效的宅基地退出机制是推进农业转移人口宅基地退出的重要保障。当前我国农业转移人口宅基地退出目前还面临着传统观念约束、地方政府职能错位、宅基地产权不明晰、退出意愿不强烈、补偿不合理等制约性因素，为了解决这些问题，必须构建宅基地退出的就业保障机制、经济补偿机制和收回惩罚机制，同时宅基地退出机制设计运行还需要良好的制度保障。

Homestead signout policy for agricultural transfer people is a key option for improving the efficient use of land resource ,realizing the correlation between increase and decrease of urban and rural construction land ,as well as safeguarding the right and interest of farmers .Therefore ,an effec‐tive homestead signout mechanism is the important guarantee to promote homestead signout policy for agricultural transfer people .At present ,it is still faced with some restrictive factors such as restriction by traditional ideas ,dislocation of local government function ,the uncertain land property right ,weak willingness to exit ,irrational compensation and so on .To solve these problems ,it is necessary to build job security mechanism ,economic compensation mechanism and refund and punishment mecha‐nism .The implement of homestead signout mechanism design still needs sound system guarantee .
