乡政村治作为乡村治理模式在中国的长期实践，一方面为推进村庄治理的完善提供了丰富的检验，另一方面当前广大农村基层治理发展中存在的问题极大地冲击着传统的治理模式，要求政府部门要切实创新基层农村社会治理形式，以适应当前农村变革的要求。村政组治模式作为以“乡（镇）—村—组”三级权力平台运行的村庄治理结构形式，打破了传统乡政村治模式的“乡（镇）—村”二级权力平台运行的治理结构，是对现有村庄组织资源集聚与村组社会资本重构的过程，也是完善当前村政组织资源配置机制的有效途径，因此，村政组治模式可以作为从乡政村治到村政组治转型的一个解释性框架。

As a long-term practice of rural governance model in China, the village group governance on the one hand provides a wealth of inspection for perfecting the village governance, on the other hand problems existing in the current rural grassroots governance greatly inlfuences the traditional governance model. The government should make innovative reforms to the rural governance so as to adapt to the current requirements. As a“township (town) - village - group” power platform, village group governance model breaks the traditional rural governance mode of“township (town) - village” governance structure, is a process of merge and reconstruction of resources and social capital, and also an effective way of reallocation of resources. Therefore, village group governance model can be used as an interpretive framework.
