为我国残疾人建立商业保险补充保障机制具有重要的意义。目前建立商业保险补充保障尚有多方面障碍，通过针对残疾人商业保险需求与商业保险公司的供给进行分析可知，我国残疾人存在对商业保险补充保障的大量需求，而保险公司也有提供相关保险产品的强烈意愿。鉴于残疾人建立商业补充保险的特殊性，需要对现有保险产品功能进行必要的整合、修改、补充和创新，对保险核保、核赔规则等进行必要的修改；相关保险公司的设计原则和政府部门的政策支持也需要调整与加强。

It’s of long-term importance to set up supplementary commercial insurance for the disabled persons. On the basis of the obstacles of setting up such system in China in current social backgrounds, this paper discussed and found out that both the supply potential from the insurers and the needs of the disabled persons are very strong. However, the specialties of the supplementary commercial insurance are also very obvious and the current commercial insurance products should be integrated, modified, improved and innovated. The principles of insurance underwriting and compensating should also be adapted to the needs of the disabled persons. The principles of insurers’ design and the policy support from the governments were discussed in the final parts of this paper.
