以往电子政务跨系统协同模型过于依赖特定技术架构,导致其通用性受限。针对这一问题,提出从系统要素的视角对其进行概念模型构建,并从资源共享、技术融合、服务协作、管理协调四个方面进行子模型分解。子模型的构建以总结同类研究为基础,针对其共性问题和关键点进行分析,以归纳出具有一般性的模型。

The constructions of cross-system collaboration model of e-government in former researches being mostly limited to some spe-cific technical architecture, its general application is hindered as a result. To solve this problem, we construct a general conceptual model of cross-system collaboration from the perspective of the e-government system elements. Accordingly, the decomposed sub-models are discussed, including the resource sharing model, the technology integration model, the service collaboration model, and the management coordination model. Each of these sub-models is constructed based on the analysis conclusion of general characteristics of related former models.
