提出了一套考虑快速动态无功补偿装置(如静止无功补偿器/静止同步补偿器(SVC/STATCOM))的二级电压控制体系,致力于在稳态电压控制和暂态电压稳定中充分发挥 SVC/STATCOM快速动态无功补偿的优势,其包含两个相对解耦独立的控制阶段:第1阶段将 SVC/STATCOM与传统无功调节设备统一纳入协调二级电压控制模型,充分利用 SVC/STATCOM的快速调节特性,并防止反调;第2阶段建立二次规划模型进行动态无功储备的优化控制,利用慢速动态无功补偿装置置换出SVC/STATCOM的无功功率,提高电网动态无功储备水平。通过时序和空间上的相互协调,充分发挥各类无功补偿装置在二级电压控制和暂态电压稳定预防控制中的作用。Nordic系统的算例测试结果证明,该体系能够有效提高传统二级电压控制的响应速度,避免SVC/STATCOM与传统电压控制装置间的反调现象;同时,能够有效地进行暂态电压稳定的预防控制,提高扰动后的系统电压的恢复效果。

This paper presents a secondary voltage control system considering rapid dynamic var compensators,such as static var compensator/static synchronous compensator (SVC/STATCOM).In order to take full advantage of the rapid adj ustment feature of SVC/STATCOM in static voltage control and transient voltage stability,two independent control stages are dealt with.In the first stage,SVC/STATCOM and conventional var compensators are incorporated in the coordinate secondary voltage control model to bring the rapid adj ustment feature of SVC/STATCOM into full play.In the second stage,a quadratic programming model is designed to do the optimal control of the dynamic reactive power reserves.The reactive power compensation of the slow dynamic var compensators is substituted for that of SVC/STATCOM,and the dynamic reactive power reserves level is improved.Through coordination between sequence and space,all kinds of reactive power compensators are made full use of in the secondary voltage control and transient voltage stability prevention control.Nordic system test results show that the system can greatly improve the response speed of traditional secondary voltage control while avoiding the conflict between SVC/STATCOM and the traditional reactive power compensators.At the same time,the system is able to carry out effective preventive control of transient voltage stability and improve the recovery effect of system voltage after the disturbance.
