一直以来，中心区供水漏损率偏高的现象一直存在。究其原因：主要是区域管网大多年代久远、布局落后；长期形成的决策随意性使得后期管网系统在设计、修改、施工等方面存在缺陷，加上各类管材质量、超期使用及人为因素的原因，导致管网压力不均、事故多、漏耗大、维修难、收费难等一系列问题。若不加强漏损率的控制管理势必会影响供水企业的正常运行，降低服务水平。

The water leakage rate has been high in the central area. The main reason is that most pipeline network of the central area is age-old and the layout is backward. The long-term formed decision randomness causes defects of the later pipeline system in design, construction and other aspects, coupled with various types of pipe quality, extended use and human causes, leading to uneven pipeline pressure, accidents, large leakage, hard repair and charging. If not strengthen the control and management of the leakage rate, the normal operation of water supply enterprises is bound to be affected, and the level of service will be reduced.
