In view of the analysis of external benefit produced by urban rail transit construction, insisting on the principle that "who benefits, who pays", the authors analyzed benefit groups of urban rail transit construction and their relations, and found that the revenue and cost of benefit groups is roughly consistent. The key to solve the externality is to accelerate the return tempo of the external benefit. At last the authors discussed the existing several financing models.
