信用环境评价是改善信用环境的有效途径。本文从信用环境内涵出发，构建了可涵盖经济环境、金融环境、教育环境、信息环境的宏观外部信用环境和考虑政府信用、企业信用、个人信用的微观信用主体环境的7个一级指标与20个二级指标的区域信用环境评价指标体系；并以陕西省为例，利用因子分析法对陕西省信用环境进行评价，提出改善对策，为加强社会信用体系建设及“信用陕西”战略的实施提供有力参考。

Credit environment evaluation is an effective way to improve the credit environment. First of all, based on the meaning of the credit environment,the paper built the regional credit environment evaluation in- dex system. The index system included seven one - level indicators and twenty - two - level indicators. The indicators covered macroscopic external environment,which included economic environment,financial environ- ment,educational environment and information dissemination environment,and micro - credit subject environ- ment,which involved government credit,enterprise credit,personal credit. Secondly,the paper put forward regional credit environment evaluation method - Factor Analysis and found out the situation of credit environ- ment in Shaanxi by using the method. Finally,the paper proposed measures to resolve the problems of credit environment in Shaanxi effectively. The conclusion will provide a reference for strengthening the social credit system construction and promoting the implement of“Credit Shaanxi”strategy smoothly.
