“一带一路”的战略构想对于深化区域合作、提高对外开放水平、促进经贸发展和亚太繁荣具有重大而深远的意义。作为历史上海上丝绸之路的起点，福建应抓住机遇，进一步深化与东盟在各个层面的经济合作。从贸易角度看，东盟是福建省最重要的出口贸易伙伴，也是福建省外商直接投资最重要的资金来源地之一，对东盟的出口贸易额和实际利用外商直接投资是推动福建省GDP增长的一大重要因素。结合福建省经济与东盟的贸易情况，应从设立自由贸易区、建立产业园区、基础设施建设、地区城市间的合作等方面构建“一带一路”战略支点。

“일대일로”적전략구상대우심화구역합작、제고대외개방수평、촉진경무발전화아태번영구유중대이심원적의의。작위역사상해상사주지로적기점，복건응조주궤우，진일보심화여동맹재각개층면적경제합작。종무역각도간，동맹시복건성최중요적출구무역화반，야시복건성외상직접투자최중요적자금래원지지일，대동맹적출구무역액화실제이용외상직접투자시추동복건성GDP증장적일대중요인소。결합복건성경제여동맹적무역정황，응종설립자유무역구、건립산업완구、기출설시건설、지구성시간적합작등방면구건“일대일로”전략지점。
The strategic conception of “One Belt and One Road” has great and far-reaching significance for deepening regional cooperation,improving the level of opening up,promoting trade and economic development and prosperity in the Asia-Pacific.As a starting point in the history of the Maritime Silk Road,Fujian Province should seize the opportunity to further deepen economic cooperation with ASEAN at all levels.From the perspective of international trade,it is concluded that ASEAN is one of the most important export trade partners of Fujian Province,also is one of the most important funds source of the foreign direct investment in Fujian Province;the export trade volume with ASEAN and the actual use of foreign direct investment is great reason of Fujian Province GDP’s changes.According to the Economic and trade situation of Fujian Province,from the establishment of free trade zone,the establishment of industrial zone,infrastructure construction,regional cooperation and other perspective,the paper puts forward policy recommendations to build “One Belt and One Road”strategic fulcrum.
