三峡库区是一个特殊的经济地理单元，加强三峡库区生态文明建设，不仅事关本地区经济社会发展和移民的安稳致富，也事关长江流域生态安全和长江经济带建设。以三峡库区生态文明建设形成的理论共识为基础，论证了三峡库区实施错位发展战略的必要性，并提出了错位发展的四个基本路径：一是打造万州—开县—云阳生态产业集群；二是构筑垫江—梁平—丰都—忠县生态农业经济板块；三是构建万州—奉节—巫山—巫溪特色生态旅游经济带；四是建设三峡库区山水—移民—民俗生态特色城镇。

The Three Gorges Reservoir Area is a special economic and geographical unit, and to strengthen the ecological civilization construction in this area can facilitate not only the economic and social development, the prosperity and stability of the immigrants, but also the ecological security of the Yangtze River Basin and the Yangtze River Economic Belt construction. This paper, under the theoretical consensus of ecological civilization construction of Three Gorges Reservoir Area, analyzes the necessity of the differentiation development strategy of Three Gorges Reservoir Area, and put forward four basic paths of differentiation development: buildup of Wanzhou-Kaixian-Yunyang ecological industrial cluster; establishment of Dianjiang-Liang Ping-Fengdu-Zhongxian ecological agricultural sector; buildup of Wanzhou-Fengji-Wushan-Wuxi special eco tourism zone; buildup of Three Gorges Reservoir Area Landscape-Immigration-Folk-ecological-characterized town.
