首先，分析临沂市发展都市休闲农业的自然资源与区位、人文历史与文化及经济发展与产业基础等3个方面的优势条件；其次，深入剖析临沂市发展都市休闲农业存在的问题，包括旅游资源及空间格局亟待整合、文化创意科技手段不足、基础性保障制度不完善及缺乏专业管理人才等。基于此，探明临沂市都市休闲农业发展的路径选择，围绕六大旅游文化主题，集中打造以“一心、两圈、三廊、五带”为总体格局的国内外知名旅游文化城市。最后，提出都市休闲农业发展的4点对策建议：①推进农村土地制度的改革，做好土地流转及相关确权工作；②健全基础性保障支撑制度，包括财政扶持制度、企业带动机制及利益共享机制；③依靠科技创新推动产业转型，从发展理念、技术手段及人才培养等方面进行提升；④推广区域适宜的典型发展模式，即：北部种、养结合型循环农业模式，东部现代农业产业园区带动型模式及西部特色农业产业链延伸型模式。

The paper firstly analyzed the advantageous conditions of urban leisure agriculture development in Linyi City of Shandong Province. These advantages mainly included human history and culture ,natural resources and geographical conditions and economic development and industrial base.Secondly,deeply analyzed the major problems of urban leisure agriculture development which covered integration of tourism resources and the spatial pattern ,lack of technology on culture creativity ,imperfect basic security system and lack of professional management talents etc. .For all the above analysis,the paper proved path selection of the development of urban leisure agriculture in Linyi City around six major tourism culture theme and concentration made the domestic and international famous tourism and cultural city with ′one core,two circles,three sightseeing corridors and five tourism belts′for the overall pattern. Finally ,put forward four effective policy suggestions including promoting the reform of the rural land system and doing a good job of land circulation and the related approval ,improving the basic security support system with financial support system ,enterprise promoting mechanism and benefit sharing mechanism ,relying on scientific and technological innovation to promote industrial transformation from the concept of development ,technology and personnel training ,promotion of typical development pattern including combined with planting and raising circular agriculture mode in Northern areas ,modern agriculture industrial park driven mode in Eastern region and characteristic agriculture industrial chain mode in the West area.
