在深入分析高新技术企业技术创新网络的构成要素及其相互关系的基础上,运用系统动力学方法,构建其技术创新网络能力与创新网络绩效的流量图,探索了创新网络能力对创新网络绩效的影响路径及其网络中其他变量对它们的敏感度,并通过Vensim DSS软件对其进行了仿真模拟。实证结果表明:(1)在复杂的技术创新系统中,单纯地加大研究经费的投入,创新网络绩效增加不明显;(2)创新网络绩效稳定地保持高值,此时企业与地方政府合作力度因子阈值为0.3,创新成果淘汰比例阈值为0.4,科研机构退出比例阈值为0.1;(3)当供应商合作力度因子取值较大时(取值0.9),整个创新网络的创新管理成本平均值在最低处小幅波动。

Based on the deep analysis of high-tech enterprises' technology innovation network elements and the re-lations among them, a flow diagram about relationship of the technology innovation network capability and innova-tion network performance was built through system dynamics method. The model explored the effects path of the innovation network capability to innovation network performance and the sensitivity of other variables in the net-work to them and the system dynamical model was realized by software tool Vensim DSS. The empirical researches show that: Firstly, in the complex technology innovation system, innovation network performance's increase is not obvious through increasing investment in research funding simply; Secondly, when innovation network performance obtains steady high value, the values of enterprises and local government cooperation strength factor is 0.3, elimi-nating ration of innovation performance 0.4, out of proportion on scientific research institution 0.1; Thirdly, when suppliers strength factor is lager values, the whole innovation network's cost of innovation management remains small fluctuations in the lowest place.
