根据全媒体时代"新三农"背景下农业科技与知识的社会需要，在考量过国内外资源库元数据技术标准、资源终端封装技术标准后，从适合远程教育、"三网三屏多终端传播"出发，提出了"新三农"科技与知识资源建设方案，包括5项研究内容：①资源的内容格式标准和终端封装技术研究；②多媒体新型农业科技与知识资源库建设；③多媒体农业科技与知识资源云服务平台建设；④农业科技知识学习辅导师资队伍建设；⑤农业科技与知识资源应用示范。描述了本项目实施后的社会效益和经济效益；给出了资源建设的实施机制和建设风险及其防范措施。

According to the social needs of agricultural science-technology and knowledge under the background of"new agriculture,countryside and farm-ers" in omnimedia era, in consideration of metadata technical standard and re-source terminal package technical stan-dard in domestic and international database, this paper put forward the sci-ence-technology and knowledge resource construction plan for new agriculture, countryside and farmers based on multi terminal transmission of triple-active-screen and networks, including five con-tents: (1)Research of standards of re-source content&format and terminal packaging technology; (2)Multimedia database construction of agricultural sci-ence-technology and knowledge;(3) Mul-timedia cloud-based service platform construction of agricultural sciencetech-nology and knowledge resource; (4) Learning and counseling teachers con-struction of agricultural science-technol-ogy and knowledge; (5) Application demonstration of agricultural science-technology and knowledge resource. Af-ter describing the social benefit and eco-nomic benefit of this project implement-ed, gave the implementation mechanism, risk and preventive measures of resource construction.
