“国培计划”是个系统工程,而绩效评价是该系统工程的关键环节。当前“国培计划”绩效监控评价体系存在着诸如体系不系统、不健全以及无反馈等问题,本文以环境、投入、过程与效果四个维度为主体,从内容、权重、指标、组织、方法和保障六个方面构建了“国培计划”项目绩效多维监控评价指标体系,旨在提高“国培计划”的质量。
“國培計劃”是箇繫統工程,而績效評價是該繫統工程的關鍵環節。噹前“國培計劃”績效鑑控評價體繫存在著諸如體繫不繫統、不健全以及無反饋等問題,本文以環境、投入、過程與效果四箇維度為主體,從內容、權重、指標、組織、方法和保障六箇方麵構建瞭“國培計劃”項目績效多維鑑控評價指標體繫,旨在提高“國培計劃”的質量。
“국배계화”시개계통공정,이적효평개시해계통공정적관건배절。당전“국배계화”적효감공평개체계존재착제여체계불계통、불건전이급무반궤등문제,본문이배경、투입、과정여효과사개유도위주체,종내용、권중、지표、조직、방법화보장륙개방면구건료“국배계화”항목적효다유감공평개지표체계,지재제고“국배계화”적질량。
“National Training Program” is a systematic project; the performance evaluation is the key to the engineering system.The performance monitoring evaluation system of “National Training Program” has a lot of problems.For example, the existence of the current system is not perfect and has no feedback.This thesis includes four dimensions—environment, inputs, processes and effects, and tries to build a multidimensional monitoring project performance evaluation system for the “National Training Program” from the content, weight, index, organization, methods and guarantee system, aiming at improving the quality of “National Training Program”.
