我国一直把促进教育公平作为基本政策，并为此进行不懈努力。目前教育不公平现象仍然很多，但焦点则是城乡义务教育的差别。根据相关统计数据，城乡教育差别的根源并不是教育资源城乡分配不公平，而是城乡社会结构的差别以及制度化的城乡二元结构。农村社会过于分散导致教育资源分散，难以有效改善农村教育条件；而城乡二元结构限制了农民工子女进城学习，这导致了留守儿童的教育问题。坚持中国特色的城镇化道路，促进城镇化健康发展，消除城乡差别是促进城乡教育均衡发展的根本途径。

China always takes educational equity as a basic policy and makes unremitting efforts for it, There are a lot of unfair phenomena in educational,but the most important one is enormous difference between the urban and rural areas, According to relevant statistical data,the fundamental cause of ed-ucational gulf between urban and rural areas is not unfair allocation of educational appropriations,but differences of social structures between city and countryside and the urban -rural dualistic structure which has been institutionalized, The rural communities are so decentralized that decentralizes educa-tional resources,and the urban-rural dualistic structure makes migrant worker′s children difficult to study in city and town which is the primary reason of the educational problem of stay-at-home chil-dren, Gradually removing the differences between town and country is a fundamental way to promote balanced development of educational between town and countryside,so we should stick to the Chinese-style path of carrying out urbanization and make it develop healthily.
