近日住房城乡建设部发布了旨在充分利用水资源的《海绵城市建设技术指南》。如何评价水资源利用效率仍是研究热点之一。本文在国内外学者研究的基础上，提出一种基于Logistic回归的水资源利用效率评估方法，并应用该方法对辽宁城市评价打分。通过与专家评分结果的对比，表明该方法能够较为精确的模拟专家的评分。通过该方法为区域水资源利用效率评估体系提供更客观可靠的参考。

Recently,the Ministry of Housing and Urban-Rural Development of the People’s Republic of China released “Technology guide for construction of Haimian City”to make full use of water resources.How to eval-uate the utilization efficiency of water resources are always being concerned.Based on the domestic and foreign scholars research,Based on the Logistic regression model to evaluate the utilization efficiency of water re-sources was proposed and the model to evaluate the Liaoning city grade was applied.By comparing the results with the expert score,it shows that the method can accurately simulate the expert scoring.Ti will provide im-portant guiding significance for regional water resources utilization.
