《国家新型城镇化规划(2014—2020年)》对新型城镇化的人才战略问题有所忽视。国家应当制定推动特大城市、大城市在职人才和退休人才到小城市、小城镇和农村区域工作的政策,让人才回流农村,以大力推进新型城镇化和新农村建设。上世纪80年代初,邓小平充分肯定江苏乡镇企业发展中利用上海退休人才的经验,为推动解决我国农村地区人才问题,也为实施新型城镇化战略,提供了一个战略性的思路。
《國傢新型城鎮化規劃(2014—2020年)》對新型城鎮化的人纔戰略問題有所忽視。國傢應噹製定推動特大城市、大城市在職人纔和退休人纔到小城市、小城鎮和農村區域工作的政策,讓人纔迴流農村,以大力推進新型城鎮化和新農村建設。上世紀80年代初,鄧小平充分肯定江囌鄉鎮企業髮展中利用上海退休人纔的經驗,為推動解決我國農村地區人纔問題,也為實施新型城鎮化戰略,提供瞭一箇戰略性的思路。

The Plan for the New Type of Urbanization (2014-2020 )fails to attach due importance to talent strategy for a new type of urbanization. Policies that encourage professionals both in -service and retired from megacities or major cities to move back to small cities,towns or rural areas and work there should be made so as to achieve a“reverse brain drain”for these areas and promote a new urbanization and the building of a new country-side. In the early 1980s,Deng Xiaoping acknowledged and fully recognized the practice of some township enterpri-ses in Jiangsu that took advantage of retired professionals from Shanghai for their development. Their successful ex-perience offered a strategic thinking for solving the shortage of talented personnel in rural areas and for implemen-ting the new urbanization strategy.
