从国土空间优化布局、资源能源节约集约利用、生态环境保护、生态文明制度建设四方面构建了生态文明评价指标体系,运用动态因子分析法计算得出了我国31个省份2003-2012年的静态得分和动态综合得分,以各省份生态文明发展水平的测算结果作为面板数据,运用空间自相关方法对我国生态文明发展水平空间分布及演化格局进行了分析。生态文明发展指数测算结果显示,各省份得分在-0.36-0.84之间,以广东省最优,西藏最差;东部地区、中部地区和西部地区的动态综合得分分别为0.43,0.03和-0.18,生态文明发展水平呈现由沿海向内陆逐步递减的基本格局。全局空间自相关分析显示,2003-2012年全局Moran’ s I值显著为正(取值范围在0.234-0.276之间),表明生态文明发展水平呈现明显的空间集聚特征,局域空间自相关显示,超过80%的省份呈现显著的空间正相关,其中“H-H”集聚区主要分布于东部的京津和长三角地区,“L-L”集聚区主要分布于中部和西部地区,且生态文明发展水平具有明显的空间溢出效应,原有的极化区域正在逐步削弱,地区间的差距正在不断减小。通过各地区生态文明发展趋势的收敛性分析可以看出,全国呈现平稳收敛的发展趋势,中部地区和西部地区收敛较为显著。在今后的发展过程中,应不断完善生态环境保护制度、提高管理水平,同时加强中西部地区与东部地区的交流合作,强化区域协同发展,保证东部地区生态文明发展水平持续稳定提升,以发挥其辐射作用,带动中部地区和西部地区生态文明发展水平的不断提高。

This article constructed the evaluation index system of ecological civilization from four aspects, including the optimized layout of national land space, the economical and intensive use of resources and energy, the protection of ecological environment and the construction of ecological civilization system. Besides, the article caloulated the integrated score of 31 provinces during the period from 2003 to 2012 from both static and dynamic angle with the Dynamic Factor Analysis Method, and it also applied the methods of spatial autocorrelation to analyze the evolution space of ecological civilization development. As the result shows, the scores of various provinces are from 0. 36 to 0. 84. Among all 31 provinces, Guangdong performances the best, while Tibet is the worst. The dynamic scores of eastern, middle and western region are 0. 43, 0. 03 and-0. 18, which means that the ecological civilization development level from coastal to inland decreases gradually. According to the gerenal spatial autocorrelation analysis, the gerenal Moran’s I value is positive significantly from 2003 to 2012, ranging from 0. 234 to 0. 276, which shows a significant agglomeration of ecological civilization in space. The local spatial autocorrelation analysis shows that more than 80% provinces present positive correlation significantly. Specifically, H-H gathering areaes are mainly distributed in Beijing, Tianjin and the Yangtze River Delta region of eastern part, and L-L gathering areaes are mainly distributed in the central and western regions. In the process of future development, the protection system of ecological environment and the management level should be improved constantly. At the same time, it is necessary to strengthen the exchange and cooperation between the midwest and the eastern regions, and to strengthen regional coordination development. The eastern region’s ecological civilization should be in sustainable development. The development level of ecological civilization in the middle and western areas can be improved continually benifiting from the drive of east part.
