草原旅游是由居民、企业、游客，以及草原生态等要素构成的复杂系统。草原旅游系统的要素属性和内部关系决定了必须以保护草原生态和草原文化为核心，建立草原旅游地居民集草原所有者、旅游经营者和文化传承者于一体的制度模式，在草原生态系统和社会制度系统约束下实现各活动主体目标相容、彼此协调，才能实现草原旅游可持续发展。
