高技术产业R&D投入的技术创新效率是影响我国整体技术创新与技术进步能否持续的重要因素。根据随机前沿分析SFA模型,采用Frontier软件,对2008-2012年中国高技术产业五大类23个分行业的技术创新效率进行分析。研究结果表明:以专利申请数作为创新产出的高技术产业各分行业平均技术创新效率总体稳步升高,不同行业技术创新效率差异显著。技术创新产出主要由研发人员投入驱动。在影响技术创新效率的诸因素中,知识产权保护水平存在显著的正向影响,技术差距与经济发展水平有着不明显的负向影响。

Technology innovation efficiency of R&D input in high technology industry is an important fac-tor affecting overall technical innovation and technical progress’s sustainable development in our country. Based on stochastic Frontier analysis,the paper analyzes the technological innovation efficiency of 23 divisions of Chinese high-tech industry from 2008 to 2012 by the Frontier software. The empirical results show that the average technological innovation efficiency steady rises overall in the patent application number as innovation output of high technology industry and technological innovation efficiency is significantly different in different industries. Meanwhile,technical innovation output mainly is driven by the researchers. Among the factors that influence the efficiency of technological innovation,the intellectual property protection level has a significant positive influence while the technology gap and the economic development level etc. have a negative impact, but not significant.
