本文基于辽宁省居民健康卡推进工作的现状与发展需要，分析了基于居民健康卡作为身份标识与有效性验证的重要性，结合实际工作中遇见的问题与风险，提出应对措施并付诸实践。实施效果证明，地市级验证平台的构建与应用，是省级居民健康卡综合管理平台建设的有效补充，对居民健康卡有效性的架构模式和验证机制具有创新性。

Based on the present situation and development of Resident Health Card in Liaoning province, this paper analysis the importance of identification and validation of the resident health card. Based on the risk prediction in actual work, this paper put forward the counter measures and put it into practice. Implementation result shows that the municipal construction and application of the verification platform is the effective supplement of provincial residents health card integrated management platform construction and brings the innovation to resident health card on the effectiveness of the framework and the validation mechanism.
