目的:了解新疆乡镇卫生院院长管理工作现状及其效率的影响因素,为提升乡镇卫生院院长管理工作的成效提供适当建议。方法采用单纯随机抽样方法,从2012年11月—2013年4月新疆维吾尔自治区卫生厅举办的6期“乡镇卫生院院长培训班”中抽取2个班的乡镇卫生院院长共168名进行问卷调查;抽取18个乡镇卫生院的院长进行个人深入访谈。结果院长任现职后产生负面感受较突出的项目平均占81.43%;在工作中所关注的管理活动平均占51.64%;管理工作中遇到的困难在公共卫生人员缺乏、医疗卫生经费短缺、医务人员素质偏低等方面所占平均比例为70%以上,在卫生院设备老化和严重不足、农村医疗卫生政策落实有待完善、医院业务房屋简陋方面平均占50%以上;对管理培训知识的需求平均占86.97%。结论新疆乡镇卫生院院长的管理技能训练需要给予高度重视,需加强管理培训,提供不断学习的机会和时间以使其潜能得到真正的发挥,依据影响院长管理工作的因素,采取合适的措施及适当的激励手段,提高和改善乡镇卫生院院长的管理效率及工作环境。
目的:瞭解新疆鄉鎮衛生院院長管理工作現狀及其效率的影響因素,為提升鄉鎮衛生院院長管理工作的成效提供適噹建議。方法採用單純隨機抽樣方法,從2012年11月—2013年4月新疆維吾爾自治區衛生廳舉辦的6期“鄉鎮衛生院院長培訓班”中抽取2箇班的鄉鎮衛生院院長共168名進行問捲調查;抽取18箇鄉鎮衛生院的院長進行箇人深入訪談。結果院長任現職後產生負麵感受較突齣的項目平均佔81.43%;在工作中所關註的管理活動平均佔51.64%;管理工作中遇到的睏難在公共衛生人員缺乏、醫療衛生經費短缺、醫務人員素質偏低等方麵所佔平均比例為70%以上,在衛生院設備老化和嚴重不足、農村醫療衛生政策落實有待完善、醫院業務房屋簡陋方麵平均佔50%以上;對管理培訓知識的需求平均佔86.97%。結論新疆鄉鎮衛生院院長的管理技能訓練需要給予高度重視,需加彊管理培訓,提供不斷學習的機會和時間以使其潛能得到真正的髮揮,依據影響院長管理工作的因素,採取閤適的措施及適噹的激勵手段,提高和改善鄉鎮衛生院院長的管理效率及工作環境。
목적:료해신강향진위생원원장관리공작현상급기효솔적영향인소,위제승향진위생원원장관리공작적성효제공괄당건의。방법채용단순수궤추양방법,종2012년11월—2013년4월신강유오이자치구위생청거판적6기“향진위생원원장배훈반”중추취2개반적향진위생원원장공168명진행문권조사;추취18개향진위생원적원장진행개인심입방담。결과원장임현직후산생부면감수교돌출적항목평균점81.43%;재공작중소관주적관리활동평균점51.64%;관리공작중우도적곤난재공공위생인원결핍、의료위생경비단결、의무인원소질편저등방면소점평균비례위70%이상,재위생원설비노화화엄중불족、농촌의료위생정책락실유대완선、의원업무방옥간루방면평균점50%이상;대관리배훈지식적수구평균점86.97%。결론신강향진위생원원장적관리기능훈련수요급여고도중시,수가강관리배훈,제공불단학습적궤회화시간이사기잠능득도진정적발휘,의거영향원장관리공작적인소,채취합괄적조시급괄당적격려수단,제고화개선향진위생원원장적관리효솔급공작배경。
Objective To investigate the works of the director of Xinjiang township hospital,and to analyze the influencing factors for providing appropriate recommendations to enhance the effectiveness of township hospitals management.Methods 168 directors from 2 classes of training class were choose by random sampling.168 were investigated by questionnaires,and 18 directors were interviewed personally in-depth. Results After to be the director in a township hospital,the directors feel generally negative about promi-nent project which account for an average 81.43%,and 51.64% of them concern in the work management activities,lacking of management of public health workers,shortage of funding for health care,low per-sonnel medicine quality,and little regard for treatment of patients could be the difficulties in management and which accounted for more than 70% on average,old equipment in hospitals and serious shortage of ru-ral health policy implementation need to be improved,the primitive aspects of hospital business houses on an average of more than 50%;to demand the knowledge of management training accounting for 86.97%. Conclusion The quality for directors of Xinjiang township hospitals should be strengthen,and to take ap-propriate measures,as well as the time and guidance to be addressed in order to enhance and improve the township hospitals management efficiency and working environment.
