The paper uses Parkinson’s law to analyze the staffing of branches of PBC, explains the deep reason of present situa-tion of the formation of the personnel constitution, and puts forward such suggestions as clarifying the organization function and busi-ness popedom from the perspective of the functions, strictly controlling the recruitment from the perspective of the institution establish-ment and improving human resources management system from the perspective of the post classification and so on.
