淮河上游信阳段地处豫南山区，流域内暴雨洪涝灾害频发，灾情严重，类型上具有多样性和叠发性，时间上具有频发性和连续性，空间上具有地域性和差异性，过程上具有共生性与放大性。就其成因而言，该地域在暴雨、地形、河流水系、人类活动等方面具有导致洪涝灾害的客观条件。
회하상유신양단지처예남산구，류역내폭우홍로재해빈발，재정엄중，류형상구유다양성화첩발성，시간상구유빈발성화련속성，공간상구유지역성화차이성，과정상구유공생성여방대성。취기성인이언，해지역재폭우、지형、하류수계、인류활동등방면구유도치홍로재해적객관조건。
The upper reaches of Huaihe river in Xinyang section is located in the southern mountainous area of Henan.There are many rainstorms and flood disasters in the river basin,and the damage is serious.The characteristics of the rainstorm and flood disasters in the river basin are as follows:the type is diversified and overlapping;the time is frequent and continuous;the spatial distribution is regional and differences;the process is symbiosis and amplificative. The causes are that the upper reaches of Huaihe river in Xinyang section have the objective conditions which lead to the rainstorm and flood disasters in rainstorm, landforms, river system,and human activities etc.
