在农业水权转让研究基点的基础上，介绍了农业水权转让制度的公法规定和农业水权转让的私法构造，从而提出了债权形式物权变动模式下，农业水权转让合同是农业水权转让的原因行为，对农业水权转让的效力产生了直接影响；农业水权转让登记是农业水权转让的构成要件，登记完成后方可产生农业水权变动的法律效果，从而保障农业水权转让的安全。
在農業水權轉讓研究基點的基礎上，介紹瞭農業水權轉讓製度的公法規定和農業水權轉讓的私法構造，從而提齣瞭債權形式物權變動模式下，農業水權轉讓閤同是農業水權轉讓的原因行為，對農業水權轉讓的效力產生瞭直接影響；農業水權轉讓登記是農業水權轉讓的構成要件，登記完成後方可產生農業水權變動的法律效果，從而保障農業水權轉讓的安全。

Based on the studies of agricultural water rights transfer , we introduced the regulations of public law for agricultural water rights transfer system and the construction of private law for agricultural water rights transfer , and put forward that:under the pattern of real right (a form of creditor's rights) change, the agricultural water rights transfer contract was the causal behavior of ag -ricultural water rights transfer , and it had a direct impact on the effectiveness of agricultural water rights transfer .The registration of agricultural water rights transfer was a key component of agricultural water rights transfer .The agricultural water rights change could not produce legal effects until the registration of agricultural water rights transfer was completed .
