中国加入WTO，国际化进程日益加快，英语的重要作用立即凸现出来。目前，不仅许多大学在积极推进双语教学，很多沿海发达城市的中小学也在大力开展双语教学，在这样的大环境下，合格的双语师资是一个普遍关注的问题。从理论、方法及模式方面讨论了如何在师范院校培养称职的中小学双语师资的问题。拟对双语教学方法，师范类院校的创新培养模式提供可行与有效的思路。

With the increasingly internationalization and China's entering into the WTO,the importance of English is dramatically obvious in China. At present,not only many universities are developing the bi-lingual teaching,but also lots of well-developed coastal cities are carrying out the similar teaching activities in the middle and primary schools. Under such circumstance,people universally pay great attention to the qualified bilingual teachers. The paper mainly discusses how to cultivate the appropriate bilingual teachers in the middle and primary schools from the aspects of theory,methods and models. The paper aims to provide the feasible and effective o-pinions in fields of the bi-lingual teaching methods and the innovation of the normal universities.
