从“路径依赖”概念分析我国高校科研管理存在经费多来源于政府投入、重“管理”轻“服务”、重“数量”轻“质量”以及评价重“成果”轻“转化”4个方面的路径依赖效应，然后从正式制度、非正式制度和传统文化以及特殊利益集团等方面分析路径依赖的成因，并通过案例分析，采用新制度经济学框架提出高校科研管理体制机制创新的建议。
從“路徑依賴”概唸分析我國高校科研管理存在經費多來源于政府投入、重“管理”輕“服務”、重“數量”輕“質量”以及評價重“成果”輕“轉化”4箇方麵的路徑依賴效應，然後從正式製度、非正式製度和傳統文化以及特殊利益集糰等方麵分析路徑依賴的成因，併通過案例分析，採用新製度經濟學框架提齣高校科研管理體製機製創新的建議。

Based on the perspective of path dependence, the paper analyzes the effect of path dependent from four aspects, such as single source of funding, pay attention to the right while ignoring service, attach more importance on the quantity than quality, focus on results while ignoring transformation. hTe paper considers formal institution, informal institution and traditional culture, special interest groups as the main reasons of the effect. Based on the case study, finally it provides suggestions with the frame of new system economics, including optimization the environment of the system, establishment of the perfect system, innovation of the organization management model, a clear direction of reform, improvement of the formal institution and reducing the resistance to reform.
