国际银行存款保险制度的难点在于外国分行存款保险模式的选择，目前通行模式有东道国模式和母国模式。我国最新发布的《存款保险条例（征求意见稿）》中采用了母国模式为主，允许有东道国模式例外的方式。在对两种模式进行比较研究的基础之上，本文探讨存款保险国际案例Icesave纠纷，分析国际银行存款保险模式遇到的现实挑战，对《条例》中建议的母国模式和例外东道国模式进行改进和具体完善。

Branch institutions of foreign banks participate whether in home country ′s deposit protection schemes or host country′s protection schemes is a difficulty in deposit protection schemes in international banking .“Deposit insurance regulations ( Draft)”, China′s newly released deposit protection schemes , takes the home country mode , and allows the host mode in an exception way .The paper puts forward some improvement suggestions through analyzing deposit protec -tion schemes in international banking , discussing Icesave dispute , and comparatively researching into the two kinds of mode .
