网络化、数据化已经成为电视台主导的节目生产形式，以网络共享的方式进行节目制作带来生产效率的提升是有目共睹的，但制作与播出的联通效率依然不高。盐城广播电视台的节目制作已经具备一定的规模，建成了硬盘播出系统，两边均以数据形式进行各自的流程，但制播互通环节依然是磁带，针对这种情况，可以数据形式将制作与播出打通，以建立新型的制播系统。
