长江干线航道近些年来“超载”“超吃水”现象较为严重,形势不容乐观。而目前治理“超载”“超吃水”行为的手段单一,尽管相关部门投入了巨大的人力、物力、财力,效果也并不理想。针对上述问题,采用基于激光雷达的干舷高度测量方法快速检测船舶的吃水深度,并在岳阳海事局辖区水域实现了示范应用。结果表明,在测量精度、系统反应时间、系统适应性、实时性方面效果明显。

In recent years,the ship's overload and overdraft phenomenon in the Yangtze River Water-way is more and more serious,the situation is not optimistic.The current management approach is single,which requires the maritime sector investing huge human,material and financial resources;and the effect is not very satisfactory.In response to these problems,based on laser radar freeboard height measurement method to quickly detect the ship's draft,and in the area of waters Yueyang Mari-time Safety Administration implements demonstration application.The results showed that the pro-posed system made a good job in measurement accuracy,system response time,system suitability and timeliness.
