近代以来，海洋灾害对沿海区域的社会经济发展造成了严重威胁。为应对发生的灾害，社会力量发挥了重要作用，成为救灾的主体。通过考察社会动员的主体、途径、力量等方面，探讨近代我国应对海洋灾害的社会动员机制，为我国未来应对突发性的海洋灾害提供历史借鉴，丰富应对措施与经验，保障人民生命财产安全。
近代以來，海洋災害對沿海區域的社會經濟髮展造成瞭嚴重威脅。為應對髮生的災害，社會力量髮揮瞭重要作用，成為救災的主體。通過攷察社會動員的主體、途徑、力量等方麵，探討近代我國應對海洋災害的社會動員機製，為我國未來應對突髮性的海洋災害提供歷史藉鑒，豐富應對措施與經驗，保障人民生命財產安全。
근대이래，해양재해대연해구역적사회경제발전조성료엄중위협。위응대발생적재해，사회역량발휘료중요작용，성위구재적주체。통과고찰사회동원적주체、도경、역량등방면，탐토근대아국응대해양재해적사회동원궤제，위아국미래응대돌발성적해양재해제공역사차감，봉부응대조시여경험，보장인민생명재산안전。
Marine disasters caused serious threat to the social and economic development of coastal areas, and the relief of the main body, social forces, has played an important role. To discuss China ’ s social mobilization mechanism of marine disasters response in the modern times, it can provide history lessons to cope with the sudden marine disasters for our country in the future;it also keeps rich experience and better guarantees the people’ s life and property safety, reducing the loss of the state and society.
