以军队保障制度的特殊性为基础，阐述了实行军民保障体系协同构建的研究基础，从总体思路、对接模式、协同机制、监管法制四方面探索分析协同构建的实践举措，认为协同构建军民医疗保障体系，符合我国社会发展和军队改革的具体国情，提高了医疗保障整体资源的利用率，利国、利军、利民。

Based on the particularity of military medical security system ,the research foundation of coordi‐native construction of medical security system was elaborated ,and practical measures of coordination were analyzed from four aspects of the overall thinking ,docking mode ,coordination mechanism and supervisory regulations .The results show that the construction of medical security system of military and civilian ‐Commercial Synergy is consistent with national situations of social development and military reform ,and the utilization rate of medical security resource is increased .It is beneficial to the nation ,military and civil‐ians .
