通过构建基于均方差权系数的测度指标体系,以及基于容量耦合的耦合关系模型,对杭州市2000年至2013年的城市化和水环境之间的耦合关系进行分析,结果表明杭州市在城市化高速发展的同时,城市化和水环境的耦合度并未有明显提升,相对而言显示出水环境发展的严重滞后,因此城市化发展应与水环境发展相匹配,科学制订并有序实施符合当地实际的城市化发展规划。

The water environment is the key factor for the collaborative evolution of a city and its environment .The coordi-nated development has great significance to the city healthy development .The measurement index system is constructed in this paper based on weight coefficient of mean square deviation , and the coupling model based on the capacity coupling , then the coupling relationship of in urbanization and water environment in Hangzhou from 2000 to 2013 is analyzed .The re-sults shows that in spite of the high speed urbanization , the coupling degree between urbanization and water environment has not significantly enhanced , with relatively serious lagging in water environment development .
