目的：在我国进入老龄化拐点和国家大力推进健康服务业，包括养老产业的背景下，借鉴国外经验，结合本国实际，从战略和战术层面探讨和设计我国健康养老问题。方法采用文献阅读法和实地调研法。结果我国健康养老面临未富先老、未备先老、群体庞杂、制度滞后、家庭养老趋难、改革矛盾凸显的现实，存在养老观念改变、品质意识提升、老年疾病普遍、健康需求巨大的趋势，亦有行业发展、政策、机构、人才的各种利好出台。结论战略上以社区养老为着力点，培育发展其他多种养老服务，战术上高度重视模式探索、健康产品、商业保险、大数据挖掘等热点。

Objective The paper aims to discuss and design the health and elderly-care issues of China from the perspectives of strategy and tactics, by reference to foreign experience and in combination with China’s actual conditions, under the background that China is at inlfection point of aging and is vigorously promoting health service industry, including elderly-care industry.Methods Methods of literature reading and ifeld research are adopted.Results The health and elderly-care industry of China is confronted with realities like aging before getting rich, aging before getting prepared, huge and complex groups, sluggish system, increasing dififculty of family support for the elderly, and prominent contradictions in reform. There are the trends towards the change of elderly-care idea, increase of quality awareness, universality of geriatric diseases, and enormous health demand, and measures favorable to industrial development, policy, institution, and talent have been unveiled.Conclusions Strategically, multiple kinds of elderly-care services should be cultivated and development based on community support for the elderly; and tactically, high attention should be paid to hot issues such as pattern exploration, health product, commercial insurance, big data mining, etc.
